The No Contact Apprehension Policy (NCAP) consists of various active traffic management and road safety initiatives implemented by the Metropolitan Manila Development Authority (MMDA) on major roads throughout Metro Manila. After a three-year suspension, the MMDA reinstated the NCAP on May 26, 2025.

NCAP allows traffic authorities to enforce traffic rules by identifying violators using traffic cameras and closed-circuit television (CCTV). This system enables the apprehension of offenders without needing a traffic enforcer physically present on-site.

How the MMDA NCAP works

The NCAP process begins at the MMDA command center, where traffic violations are recorded via CCTV or handheld cameras. An operator reviews and validates the footage, then verifies the vehicle’s registration through the LTO Information Query Facility. Once confirmed, the violation is entered into the NCAP system, which generates and sends a Notice of Violation to the registered address of the offender.

According to the MMDA, the reinstated NCAP will apply only to major roads in Metro Manila that fall under their jurisdiction. Here is the list:

  • C1 – Recto
  • C2 – Mendoza, Pres. Quirino Avenue
  • C3 – Araneta Avenue
  • C4 – EDSA
  • C5 – C.P. Garcia, Katipunan Ave., Tandang Sora
  • R1 – Roxas Boulevard
  • R2 – Taft Avenue
  • R3 – South Superhighway
  • R4 – Shaw Boulevard
  • R5 – Ortigas Avenue
  • R6 – Magsaysay Boulevard, Aurora Boulevard
  • R7 – Quezon Avenue, Commonwealth Avenue
  • R8 – A. Bonifacio
  • R9 – Rizal Avenue
  • R10 – Del Pan, Marcos Highway, McArthur Highway

The policy does not apply to smaller streets in Manila; those roads, along with those managed by local government units, are not covered by the NCAP.

How to settle your NCAP fines

NCAP fines can be paid online via the Landbank Link.BizPortal or in person at the MMDA Redemption Office in Pasig City. Failure to settle the violation within the specified period will result in the vehicle’s license plate being placed on the LTO alarm list, preventing registration renewal until all fines and charges are paid.

The public can contest NCAP Notices of Violation, especially if they believe they were wrongly penalized, either online or by filing an appeal in person at the MMDA Traffic Adjudication Division office in Pasig City, available weekdays from 7 A.M. to 4 P.M.
