Currently, car ownership transfer cannot be completed fully online. While the LTMS Portal allows you to view records and complete some steps, the actual transfer still requires physical submission of documents at an Land Transportation Office branch, including the notarized Deed of Sale, OR/CR, CTPL insurance, and other requirements.
