Yes. Ownership transfer can still proceed even if the buyer resides in another province. The vehicle will simply be registered under the buyer’s declared address during LTO processing. The transfer must still comply with all standard requirements, including a notarized Deed of Sale, valid OR/CR, and updated insurance.
