The Supreme Court has ruled that the Metro Manila Development Authority (MMDA) holds the exclusive authority to enforce traffic laws in Metro Manila. Local Government Units (LGUs) cannot confiscate licenses or issue ordinance violation receipts unless their traffic enforcers are officially deputized by the MMDA.
