Yes. Car ownership can still be transferred if the seller is abroad by using a Special Power of Attorney (SPA). The SPA must clearly authorize a representative to sell and sign documents on the owner’s behalf, and it must be notarized and authenticated (consularized if signed overseas). The LTO accepts a valid SPA as part of the ownership transfer requirements.
