Who is responsible for paying the transfer of ownership fees at the LTO when selling a car?

By default, the buyer shoulders the transfer of ownership fees at the Land Transportation Office (LTO). However, this is negotiable and should be clearly agreed upon by both the buyer and the seller before finalizing the sale.
