Can I sell a car if its Certificate of Registration is marked as encumbered?

An "encumbered" registration means the vehicle is still tied to an active auto loan. You cannot legally transfer the ownership to a new buyer until the loan is completely paid off, and the encumbrance is officially canceled by both the financing bank and the LTO.
